
On December 27, 2025, the Department of Transport announced important proposed amendments to the Motor Vehicle Safety Regulations (MVSR). As part of an 80-day consultation, the proposed amendments will replace the current outdated vehicle immobilization system standards, with a modernized CAN/ULC 338-25 Standard aligned to international vehicle theft standards. On behalf of our members, Équité Association is appreciative of the leadership and unwavering dedication from the federal government in their commitment to combat auto theft. The results reveal a new vehicle, the Toyota RAV4, has taken the top spot, underscoring the ever-evolving tactics of organized crime. Despite a national decline in auto theft, Canadians continue to bear the significant emotional and financial cost, with auto theft losses exceeding $1 billion annually in claims.

Équité is proud to have represented its Canadian property and casualty (P&C) insurance industry members on the advisory committee responsible for collaboratively shaping the standard. This significant milestone represents a crucial step forward in combatting auto theft across North America.
